President Wilson to the Secretary of State ad interim

My Dear Mr. Secretary: I think that this despatch79 ought to be sent. Every word of it is true.

But Colonel House, who comes direct from London, landed in New York yesterday from the Saint Paul; and, if a delay of a day or two would not be imprudent, I think we had better wait to get his advice. He is well informed, I happen to know on these very matters and has himself been advising the British Foreign Office of our attitude.
