My Dear Mr. President: I enclose a statement29 which, with your approval, I will give out to the press, in regard to the demands made upon us to protest against the invasion of Belgium by Germany. Mr. Lansing prepared a memorandum to which I made some amendments and this statement is the result of our conference on the subject. If you will return Mr. Lansing’s letter and this statement with such corrections as you wish to make, I will give the statement out early next week.
