600. Your 860. Messages to Vanderlip and Guaranty refer to Russian Government loan. Regret troubling you therewith especially since your clear exposition of international law. Most of this 50 million however would be used for paying indebtedness already incurred for noncontraband commodities. Not yet consummated.
