My Dear Mr. Secretary: I beg to enclose copy of a letter from Mr. James B. Forgan, President of the First National Bank of Chicago, to Hon. F. A. Delano, Vice Governor of the Federal Reserve Board.11 As the matter referred to is one of Governmental policy, I beg to ask you to read it, sending me any reply you may care to make, which I will forward to Mr. Forgan.
