My Dear Mr. Secretary: I beg to enclose copy of a letter from Mr. James B. Forgan, President of the First National Bank of Chicago, to Hon. F. A. Delano, Vice Governor of the Federal Reserve Board.¹¹ As the matter referred to is one of Governmental policy, I beg to ask you to read it, sending me any reply you may care to make, which I will forward to Mr. Forgan.
