Sir: I have the honor to acknowledge the receipt of your note of the 28th instant1 inclosing the memorandum of the Spanish Government presenting the proposal made by His Majesty’s Government and that of the French Republic, providing for the constitution of a commission to examine into and decide the claims arising out of the events at Casablanca, for which the Moorish Government must be held responsible.

I have the honor to say in reply that the proposal, which appears to be identical with that presented by the French Embassy in its memorandum of October 11 last, meets with the approval of the Government of the United States.
