Sir: With reference to the correspondence exchanged between this embassy and the department in your worthy charge in the extradition case of George Deering Reed, I have the honor to ask, by special direction of my Government, that the offender be transferred by the authorities of this country to Laredo, Tex., there to be delivered to the agents of my Government duly authorized to receive him.
