The Acting Secretary of State to Minister Dodge.

Mr. Bacon acknowledges Mr. Dodge’s telegram of July 1, and says the department regards the disposition of the Goldsboro and cargo and the determination of the rights and remedies of the crew under maritime law as against the vessel and cargo, as a matter to be decided by the appropriate authorities, administrative or judicial, of Honduras. Mr. Bacon states that the substance of Mr. Dodge’s cable has been communicated to the American creditors who are interested in the return of the Goldsboro and cargo to the United States, and who are understood to be in direct communication with the Honduranean Government. Mr. Dodge is directed to communicate the substance of this cable to the Honduranean Government.
