With most respectful greetings, we have the honor to announce to Your Excellency that, in impressive solemnity and amid demonstrations of rejoicing, the International Central American Bureau, of [Page 418] which we are the members, was inaugurated to-day in this capital by the President of this Republic, and that we have the firm purpose, on our part, of seconding the lofty and beneficent aims of the convention signed in Washington, which creates this most important institution.
