Excellency: Referring to your note of November 23, 1908, asking that the certificates of value issued by the Committee of the Wholesale [Page 343] Merchants’ Association of Copenhagen be received by the customs officers of the United States on the same terms as are accorded to like certificates issued by German chambers of commerce, I have the honor to inform you that the department is in receipt of a letter from the Acting Secretary of the Treasury, dated the 17th instant, stating that customs officers will be instructed in the next issue of “Treasury Decisions” that the provisions of point of the diplomatic note annexed to the agreement with Germany have been extended to the Committee of the Wholesale Merchants’ Association of Copenhagen. This action meets the wishes of your Government.
