Sir: In reference to my cable of the 4th
instant I have the honor to inclose herewith copy and translation of
a notice, dated the 5th April, 1907, received from the foreign
office with regard to Turkey’s consent to the mode of adherence to
the convention of 1899 concerning the pacific adjustment of
international disputes.

The Russian ambassador at Constantinople has been instructed to
draw the attention of the Ottoman Government to the necessity of
giving its consent to the signature of the protocol proposed
concerning the manner of adherence to the convention of 1899
relative to the peaceful settlement of international disputes,
in case Turkey ratifies this act before the meeting of The Hague
Conference.
The imperial ministry hastens to bring the foregoing to the
knowledge of the American embassy in reply to the verbal
representations made by His Excellency Mr. Riddle to the
minister for foreign affairs.
