(Mr. Wilson advises the department that he is in receipt of a note from the foreign office giving information that the Belgian Government “does not offer any objections to the Russian proposition concerning the adhesion of nonsignatory powers to the convention of 1899, if this proposition receives the assent of all the signatory powers which is required by article 60 of the said convention.”)
