Minister Wilson to the Secretary of State.

The British minister informed me on the 4th that his Government, in referring to conversation with our ambassador to Great Britain, instructed him that their present attitude was one of expectancy and that they deemed the time inopportune for any concerted action. The treaty of annexation has just been signed by the respective plenipotentiaries [Page 826] and has passed into legislative-discussion, with fair prospects of a satisfactory issue. Will await further instructions before acting.
