Has the Federal Government the intention to transfer the residence of the legation from Pekin to Tientsin? This step has been recognized as practical and appropriate to the end, even by the powers which find it necessary to leave troops at Pekin.

Are the full powers of Prince Ching and Li Hung Chang recognized as sufficient by the Federal Government?

Is the Federal Government prepared to charge its representatives to enter without delay upon the preliminary negotiations with the plenipotentiaries of the Emperor of China?
