Sir: I append hereto copies of my two telegrams¹ of the 6th instant touching the reappointment at Bluefields of Governor Torres, and inclose herewith for your information copy of a telegram received from Mr. Lane at San José and of the Department’s telegram in reply, relating to affairs at Bluefields.

With reference to Mr. Lane’s statement that he is unable to communicate with you, he has been instructed, should his telegrams be interfered with, to ask instant permission to send and receive official telegrams.
