Mr. Secretary of State: Referring to recent correspondence between the Department of State and this embassy, I have the honor [Page 548] to inform your excellency that the British Government has assented to the appointment, suggested by the Imperial Government, of district judge Dr. Raffel as president of the municipal council at Apia. The Imperial Government entertains the hope that the United States Government will likewise assent to this appointment, and I take the liberty most respectfully to request your excellency to send me a speedy reply in relation to this matter.
