Sir: I have to acknowledge the receipt of your No. 2645, of November 24 last, inclosing copy of the note which, in compliance with the Department’s instructions, you sent to the Tsung-li Yamên demanding the punishment of officials who failed to do their duty in the protection of American citizens at Kutien, and also damages for Miss Hartford.
You will urge on the Yamên the necessity of prompt action.
