Sir: I have the honor to acknowledge the receipt of your note of the 26th ultimo, in which, after setting forth some secondary points left in doubt by the arbitration of the boundary question between Nicaragua and Costa Rica, you announce that under the provisions of a treaty concluded recently between the two Governments the President of the United [Page 374] States is to be requested to appoint an engineer to act as arbitrator in their settlement.

The President will have much pleasure in acting upon the joint request of Nicaragua and Costa Rica when made.
