Sir: In reply to your note No. 122, of 16th instant, I have the honor to inform you that I am duly authorized by Her Majesty’s Government to assent, and do hereby assent, to the agreement therein proposed, empowering the scientists of both nationalities now proceeding to the Pribilof Islands to kill fur seals to such extent and in such manner as the purposes of their investigations may require.
