Sir: I have the honor to inclose for your information the translation of the only note from the Sublime Porte ever written in response to my repeated demands for the protection of Americans.

Telegraphic orders were usually directed in my presence, after the verbal demand with which my notes were accompanied.

Tevfik Pasha to Mr. Terrell.

Mr. Envoy: In reply to the note your excellency has kindly addressed to me on the 18th ultimo, No. 99, I hasten to inform you that the Sublime Porte, which had already invited the provincial authorities to use the greatest vigilance for the protection of all the foreign subjects in the Empire, has just renewed to the said authorities, in the most earnest manner, its instructions in the same sense.
