Constantinople, December 6,
1895.
I made application to the Sultan for Marblehead to visit Constantinople in order that I might have a consultation with admiral, because the admiral requested me to do so. I know nothing of his instructions; supposed he was authorized. Our war vessels have come here since the [Page 1383] treaty which closed Dardanelles. I had reason to believe that the Marblehead’s coming would not be objected to by the treaty Powers. Massacre Cæsarea. Americans safe.
