To cooperate with the six Powers in any necessary measures to stop the general massacre. Have avoided and will avoid all conferences regarding such measures until you distinctly instruct otherwise. Russia has only one gunboat on southern coast of the Black Sea, now at Trebizond. Russian ambassador says others will be sent if massacres renewed on the coast of the Black Sea.
