Mr. Terrell to Mr. Olney.

[Telegram.]

Exequaturs often urged, not yet issued. Changes in the ministry have blocked business at the Sublime Porte. Exequatur for Erzeroum promised, but it is dangerous to travel. Harpoot refused because there is no other consul there and we have not commerce.

There has been great massacre at Malatia; four Jesuits killed. I fear that this Government can not restore tranquillity even if it desired. Representative Americans here desire me to telegraph the opinion that over 100,000 women and children are destitute as a result of the massacres of last month, which still continue. Great apprehension of danger still exists here.

Terrell.
