Under Revised Statutes, consuls have extraterritorial jurisdiction over citizens accused of insurrection or rebellion against Turkey, or of less offense of similar character. Guedjian’s act seems to have been political conspiracy with enemies of Turkey in England. Trial by Turkish court without notice to consul at Beirut or consular agent at Aleppo was in violation of international right, and should be annulled. You should ask that he be brought to Constantinople. If accused of insurrection or rebellion committed in Turkish dominion, you or consul should insist upon trying him.
