Sir: I have to acknowledge the receipt of your No. 552, of the 11th ultimo, in relation to the case of George Webber, a naturalized American citizen who died in prison at Brusa, and to approve your note upon the subject to the Porte.

The meagerness of the information procured is regretted, although it makes out a prima facie case of cruelty, neglect, and violation of the treaty rights of an American citizen. It is desired that an effort be made through the German embassy at Constantinople to obtain the names and addresses of the two Germans said to have been arrested and put in chains with Webber.
