Sir: Referring to the Department’s No. 414, of
the 8th ultimo, I inclose herewith a copy of a communication addressed
by the commander in chief of the United States naval force on the
European station to the Secretary of the Navy, and by him communicated
to this Department with a letter of the 14th instant, embodying the
result of his observations during the recent visit of the U. S, S. San Francisco and Marblehead to Turkish waters.

Sir: I have the honor to acknowledge the
receipt of letters dated March 28 and April 6, from the Department,
relative to affairs in Asia Minor and Syria.
I found no outrages against American citizens in Turkey and heard of
none.
There is no need to keep a vessel on that coast; a visit of one ship
every six months or so is all that is required.
