Sir: I have received your No. 60, of the 25th ultimo, in which you explain very clearly the circumstances which led you to sign the “declaration” instead of insisting upon a formal convention.

No censure upon your action in this respect is intended, but the Department remains of opinion that the result desired can, under its ‘ interpretation of the existing treaty, be accomplished only by a new convention. It is regretted that difficulty is anticipated in securing the ratification of such a convention by the Greek Chamber of Deputies, [Page 762] but that opposition can not, of course, affect the question of the proper method of contracting an international obligation under our Constitution.
