Sir: I have the honor to inform you that an irade for the female college at Scutari has this day issued, as I am informed by a messenger from the palace. The irade is recognition of the “good work done in educating His Majesty’s Christian subjects,” and it exempts the college forever from the payment of taxes. It places that institution on a firm basis, as the grant is irrevocable by the Sovereign.
