Sir: I have the honor to acknowledge your note of the 2d instant and to thank you for the contents and especially for the assurance that if the American citizens referred to in my note to you of the 27th ultimo have been annoyed and persecuted by Spanish officials in Cuba, “His Majesty’s Government, which is resolved that the laws shall be respected, both by those who live in Spanish territory and by those who are bound to guard the laws and have them executed, will punish all who have committed any wrong, and will make reparation for it if there has been any.”
