Mr. Dupuy de Lôme to Mr. Olney.

[Translation.]

Mr. Secretary: According to information which leaves no doubt in my mind the Danish steamer Horsa, on her voyage from Philadelphia to Port Antonio, Jamaica, took on board on the 9th instant, near New York, an armed expedition under the command of Francisco Cavillo and José María Aguirre, and landed the same during the night on the coast of the Island of Cuba. The said steamer has started on her return voyage to Philadelphia.

The consul of Spain in this [that] city will lay a complaint before the competent authorities and will undertake to prove what I have stated above.

Feeling confident that the United States Government is firmly purposed to execute the laws, I take the liberty to beg your excellency that the aforesaid steamer may be detained on her arrival, to the end that the accomplices and concealers of the crime which she has committed may not be able to do away with the evidence which may lead to her condemnation by the courts of justice.

I avail myself of this occasion, etc.,

E. Dupuy de Lôme.
