The Attorney-General and the naval and revenue authorities will be advised of your statement in to-day’s telegram that filibustering expeditions are in progress at New Orleans. Details should be furnished. Your consul there should communicate all information he has directly to United States attorney, and, if the facts suffice, make complaint under oath upon which judicial steps may be regularly taken, and the other executive branches may act.
