Arrangement with Spanish minister here provides for delivery on 15th in Washington of negotiable drafts on London for as many pounds sterling as can be had at current exchange for 1,449,000 United States gold dollars, this sum being taken as equivalent of the one and one-half million Spanish gold pesos which Spain agreed to pay. Note of minister for foreign affairs to you is understood from your telegrams of 5th and to-day to be in accordance with this arrangement, which attorney and counsel for Mora have accepted. If no other verbal variation appears than that stated in your telegram of to-day, you will answer Spanish note as heretofore directed.
