Sir: I have the honor to acknowledge the receipt of your note of the 18th instant, advising me that your Government is willing to consent to the application during the examination of the conditions of fur-seal hunting of either one of the following measures the Government of the United States may prefer: (1) Either that hunting on the open sea be completely prohibited on all waters situated to the north of the thirty-fifth degree of north latitude, (2) or that the provisions of the Paris award be applied to the whole extent of Bering Sea.
The Department is gratified to receive this amendment.
