Sir: I have received your No. 144, of the 28th ultimo, reporting detention at Nieszawa, government of Warsaw, of Anton Yablkowski, claiming to be an American citizen, on charges so far not ascertained.

I inclose copy of the application made to this Department by Anton Yablkowski on which passport No. 18144 was issued. You will observe that the applicant represented that he was born in Prussia.

If the question of the validity of our passport should be raised, you will find correspondence on the subject printed in Foreign Relations, 1893, pages 15 and 23, and in Foreign Relations, 1894, pages 36 to 47, which may be of service to you.
