Sir: Referring to Mr. Gibbs’s No. 300, in reference to the payment of the claims on Peru of Messrs. Sparrow, Noland, Gait, and others, members of the Hydrographic Commission of the Amazon, I have to inform you that having communicated the substance of that dispatch to the parties interested, or to their representatives, on the 19th and 20th of February last, a letter has been received from Mr. C. G. Lee, attorney for Mr. Sparrow, complaining that the financial agents of Peru in New York, referred to in Mr. Gibbs’s dispatch, have thus far failed to comply with orders given them to make the contemplated payments. Under these circumstances it would seem proper that you bring the matter to the attention of the Peruvian Government.
