Sir: Following instructions contained in your No. 66, of the 5th November, 1894, I transmitted a dispatch to the secretary of state for foreign affairs ad interim, in which I embodied your views as to the law and custom governing the expulsion of foreign citizens, etc., closing my communication with the following: “You will agree with me, I hope, sir, in the opinion that a question so gravely affecting the treaty rights of American citizens residing in Haiti deserves and should receive a prompt and a serious consideration.”

To this I have as yet received no formal reply, but in a conversation yesterday with the secretary he explained that he had not yet received a translation of my dispatch, and very earnestly avowed an intention to give the matter his immediate and careful attention, and to give me an answer in time for transmission to the Department by the next mail.
