Sir: I have the honor to inform you that the minister of the Netherlands, with the consent of your Department, has submitted an inquiry as to what certificate of his Government would be sufficient under the first proviso to paragraph 182½, act of August 28, 1894.

The Department, under the advice of the Attorney-General, decides that the inclosed form of certificate will be sufficient under said proviso.
