Sir: I have the honor to inform you that I have
accepted the position of arbitrator between Mexico and Guatemala. The
choice comes at the same time from both Governments, and though the work
will be arduous and the result possibly not entirely satisfactory, I
thought it my duty to undertake the office.

Sir: I have the honor to communicate to you
that I have received from my Government its approbation of the joint
designation of myself as arbitrator of the Governments of Mexico and
Guatemala under the convention of these two countries of the 1st of
April, 1895, and that it will give me very great pleasure to accept
that high trust.
I am deeply sensible of the distinguished honor conferred upon me as
the representative of the United States by this appointment, coming
from sister and neighboring Republics, and it will be my constant
endeavor to pursue and render equal and impartial justice to
both.
