Sir: Referring to the Department’s instruction to you, No. 347, of the 11th instant, concerning apprehended demonstration of the French Government against Santo Domingo and the possible impairment [Page 398] of rights of American citizens as farmers of Santo Domingo customs revenues, I inclose for your information a copy of a note from the Dominican chargé1 at this capital, transmitting a memorandum of the circumstances which led to the rupture of diplomatic relations between France and Santo Domingo.
