Sir: I am in receipt of your dispatch of the 10th ultimo, stating that you had communicated to the Yamên the President’s willingness to use his good offices toward bringing the present war to a close if his sole [Page 84] mediation were accepted by both belligerents, and that China was anxious to accept, but was embarrassed by proposals made to other powers.

As you are aware, it was not until China, through her minister here, had repeatedly requested it that the President expressed his willingness to act as peacemaker.
