Sir: I inclose herewith for your information a copy of the Department’s instruction of the 24th instant to the minister of the United States at Peking, indicating the reasons which impelled the President to decline the proposal made by the British Government that the United States should join Great Britain, France, Germany, and Russia in an [Page 83] intervention between China and Japan, and reviewing the facts and circumstances which subsequently induced this Government to make known to China and Japan its willingness to contribute its kindly offices toward the restoration of peace between them.
