Mr. Secretary of State: I have the honor, in pursuance of instructions received from the Imperial Government, to inform your excellency that Count von Caprivi, the chancellor of the Empire, appointed, on the 3d instant, Mr. Schmidt, the imperial vice-consul at Apia, as president of the municipal council in that city, and that Mr. Schmidt [Page 690] intends to sail for Apia during the first half of the month of October, expecting to arrive there in the latter part of December.

The imperial consul at Apia will be instructed to effect, in conjunction with his British and American colleagues, the installation of the new officer by the Samoan Government, in pursuance of article v, section 5, of the Samoa act.

Mr. Schmidt desires, while en route to his post, to pay his respects to your Excellency at the Department of State, and proposes, for that purpose, to visit Washington between the 21st and the 24th of October.
