Excellency: I have the honor to acknowledge the receipt of your note of the 1st instant, informing this Department of the receipt by the Earl of Kimberley of a telegram, dated March 27th last, from Her Majesty’s consul at Apia, reporting that he has still hopes that peace may be restored in Samoa, and that he does not share the anxiety felt by his United States colleague.
