Sir: With reference to my note of the 3d of October last, I have the honor to inclose the copy of the note from the Marquis of Salisbury to Count Hatzfeldt, of the 12th of August, which should have accompanied my note of the 26th August last, in regard to the difference of opinion which has arisen as to the apportionment of the import and export duties in Samoa.

I have the honor to renew at the same time the expression of my regret that the wrong inclosure should have been sent you with my note of the 26th August.
