Mr. Pacheco to Señor Galindo.

I have the honor of communicating to your excellency that steamship City of Panama will make regular trip to your ports, and my Government desires assurance that the steamer will not be detained over usual limit as per contract, and expects that time will he had for full inquiry into this affair, giving at same time assurance that due respect shall be shown to the sovereignty of your excellency’s Government.
