Mr. Wharton to Mr. Pacheco.

Mr. Wharton acknowledges Mr. Pacheco’s telegram of the 10th instant and calls his attention to Department’s telegram of the same date. He is instructed to protest against any arbitrary actions by the authorities of Salvador toward the steamship City of Panama, even if vessel has been seized, which would not affect instructions previously sent him. A full report of the facts is asked for.
