Sir: Sir Julian Pauncefote duly forwarded to the Marquis of Salisbury for his lordship’s approval a copy of the form of identic note which was drawn up at the Department of State in communication with Sir Julian Pauncefote for the appointment of the three foreign Behring Sea arbitrators, to be addressed to the Governments of France, Italy, and Sweden.
I have now the honor, in accordance with telegraphic instructions which I have received from Lord Salisbury, to inform you that Her Majesty’s Government concur in the terms of this note, and that they propose to forward it to Her Majesty’s representatives at Paris, Borne, and Stockholm, with instructions to them to concert for its simultaneous presentation with the United States representatives in those capitals.
