Sir: Referring to my note of the 9th instant, in which I informed you that I had telegraphed to my Government the anxiety expressed by you for the safety of American subjects in China, I now have the [Page 459] pleasure to inform you that I am in receipt of a cablegram in reply from the tsung-li yamên, stating that protection to American residents in the localities named by Minister Denby is assured, as guarantied by treaty stipulations between the two countries, and I am instructed to communicate this intelligence to you in order that you may be relieved from further anxiety.
