Mr. Egan to Mr. Blaine.

Mr. Egan reports the ill treatment of Patrick Shields, a fireman of the U. S. S. Keweenaw, and an American citizen, who, according to a report from the United States consul at Valparaiso, was arrested for drunkenness, a chargé denied by him, kept for several days in jail without process of law, forced to sweep the streets, and brutally beaten by police officers. The consul says that he has been medically examined and found to be in a serious condition, and that the local authorities have been remonstrated against.
