Sir: In reply to your dispatch No. 168, of the 15th ultimo, in relation to the case of Nikolaus Bader, the assisted emigrant, you may address a dignified note to the foreign office in the sense you suggest, saying, [Page 21] in conclusion, that, as Bader has been returned, pursuant to the statutes of the United States, to the country whence he was assisted to emigrate, the incident may be regarded as terminated.
