Sir: In reply to your dispatch No. 168, of the 15th ultimo, in relation to the case of Nikolaus Bader, the assisted emigrant, you may address a dignified note to the foreign office in the sense you suggest, saying, in conclusion, that, as Bader has been returned, pursuant to the statutes of the United States, to the country whence he was assisted to emigrate, the incident may be regarded as terminated.
