Mr. Wharton to Mr. Mizner.

Mr. Wharton informs Mr. Ryan of the receipt of Mr. Mizner’s telegram of the 1st instant, through the legation in Mexico, and instructs him to telegraph Mr. Mizner that the Department considers it necessary for him to go to San José and place himself in communication with the Government of Salvador through the United States naval vessels at that port, as well as with the Guatemalan Government, in order that he may offer his good offices to both countries.
